Rescue Dog nervous and barking at everything and nothing

Hello,

Our dog is a rescue from Texas we have had him for a  couple of years he
is about 5 years old approx. He is very nervous of noises and when he
goes outside or at the front window he barks sometimes when nothing is
visible to us. He barks at strangers across the street and he somehow
knows they are there even when the drapes are closed. When he goes out
the backyard he sniffs the air and will start barking sometimes in a
specific direction and other times runs around the yard barking. Do you
have any suggestions as to how we can help him to understand we know
that it is natural for him to bark but he gets quite wound up.
