Wire Fox Terrier pup nips/bites my hands and arms on couch

My nearly 5 month old male wire fox terrier nips at my hands or arms sometimes quite hard when on the couch.  I want to be able to have him on the couch so I don't want to train him not to come up.  But it's wound up that I get up and he stays on the couch.  He's been doing this for quite dome time. What's the best thing to do in this situation?  I do have toys on the couch  to distract him with - it just always seems to get to where I can't tolerate it further.  Thank you.
