I gave him treats when I was walking him to distract him he works for a while but he still continues to bark at people noises and other dogs Now he won’t eat his food and only wants treats

How old is your dog? 

What breed?

How long have you owned him?

Is he refusing to eat his regular meals fed in his bowl? If so, is he free-fed (leaving food out for the dog to eat freely at any time) or is he fed at set intervals like twice a day?

How many treats are you using on walks?

It sounds like you are on the right path to working on trying to change your dog's emotional response to triggers on walks, but most likely in certain circumstances the triggers are just too salient which ends causing your dog to be over threshold. Here is a read on threshold levels:

It's very important to have a plan in place to lower those threshold levels and provide a more structured setting.
